KHDA Introduces New Home-Based Early Childhood Learning Services in Dubai

KHDA Home-Based Early Childhood Learning

New CLHL Hubs and CLHL Educators framework expands flexible learning options for children aged 0–6 while maintaining quality, safety, and centre supervision.

Dubai’s education landscape continues to evolve with new flexibility for families, as the KHDA has introduced two new services enabling private early childhood centres to deliver structured learning at home for children aged 0–6 years.

Announced in Dubai on April 11, 2026, the new services allow centres to offer centre-led home-based learning (CLHL) groups and centre-supervised home tutoring, expanding how early years education can be delivered while maintaining oversight and quality standards.

The two services include CLHL Hubs, which are small, nursery-style learning groups delivered in approved homes and accommodating up to eight children from different families under centre staff supervision. The second service, CLHL Educators, provides one-to-one or sibling-only learning at home, with a KHDA-registered qualified teacher deployed by the centre to support individual families.

Together, these initiatives aim to extend learning beyond the classroom, ensuring continuity of education while reflecting the flexibility of Dubai’s education system and its ability to respond to periods of disruption.

The framework supporting these services is built on clear requirements to ensure safety and quality. It includes seven key areas: licensing approval, risk assessment, parent agreements, child protection policies, staff records, supervision and monitoring, and insurance coverage.

KHDA has also issued detailed guidelines to organise home-based learning for young children, focusing on three priorities: continuity of learning, children’s wellbeing and safety, and strengthening trust with families. The guidelines reinforce the role of parents as active partners in their children’s learning while ensuring programmes remain supervised by licensed centres and qualified staff.

Under the framework, early childhood centres remain fully responsible for maintaining standards and safeguarding children, even when learning takes place outside the centre. The guidelines emphasise that quality, structure, and care must remain consistent with on-site delivery.

Commenting on the initiative, Dr Amna Almaazmi, CEO of Growth and Human Development at Amna Almaazmi, said the introduction of CLHL Hubs and CLHL Educators reflects KHDA’s commitment to ensuring children continue learning in all circumstances through a flexible and future-ready system without compromising quality or care. She added that the initiative provides families with greater choice and confidence while ensuring safe and well-rounded learning experiences, aligned with Dubai’s Education 33 Strategy.

The CLHL services will only be activated during periods of government-mandated distance learning, and early childhood centres are not permitted to offer them outside these periods.

More information on the new services is available through KHDA’s official channels.
